In a stunning move, presidential candidate Barack Obama, if elected, will classify carbon dioxide as a pollutant which can be regulated by the EPA under the 1990 Clean Air Act. There are some very serious consequenses to this decision that could grind to a halt the building of any new coal fired power plants in the United States.
