By all indications, any proposed cap-and-trade legislation doesn’t look like it will breeze through the Senate.  Late Wednesday, several Democrats joined with Republicans to require any carbon tax legislation have 60 votes to pass.  Although this is good news, it does not mean that a cap-and-trade scheme might not become a reality through EPA regulations.  Click here for an article on this at the WSJ.
