I don’t know about you, but trying to understanding the ins-and-outs of the federal budget gets me a little confused.  So, we know the White House released a $3.8 trillion budget today.  But then what does it mean when President Obama says he’s “freezing” a portion of the budget? Is part of that $3.8 trillion locked up?

As my colleague Julie Gunlock wrote last week: “The bottom line is this freeze is a trick to make it appear to the American public that spending is under control.”
