Independent contracting is a necessity for some workers. According to research commissioned by Upwork and the Freelancers Union, 46 percent of freelancers say their personal circumstances such as health issues prevent them from working in a traditional 9-to-5 job. Legislation such as the federal Protecting the Right to Organize (PRO) Act would eliminate independent contracting opportunities for many of the nation’s 57 million freelancers. The PRO ACt is modeled after California’s devastating Assembly Bill5 (AB5).
