Jean Morrow is a former visiting fellow at the Independent Women’s Forum and will focus her work on elevating patient-centered health care, including empowering patient choice and improving quality and outcomes. 

Starting in August 2021, Jean Morrow will be the Manager of Public Affairs and Policy at the Pennsylvania Coalition of Public Charter Schools to advocate for choice, quality, and accountability in public education.  

Jean previously served as a political appointee at the United States Department of Education (Department).  At the Department, she served as the Science, Technology, Engineering, and Mathematics (STEM) Lead for the agency and as a Policy Advisor in the Department’s Office of Planning, Evaluation and Policy Development.  She also advised senior White House, Department, and federal leadership on various policy areas and implemented administrative priorities and improvements to better serve students, parents, and educators.  

Prior to the Department, she was a health policy researcher at The Heritage Foundation where she promoted patient-centered health care.  Her portfolio included research and analysis on various health topics to put patients in control of their healthcare.  Prior to Heritage, Jean was a high-dollar fundraiser at the Institute for Justice to support education freedom, economic liberty, property rights, and free speech.  

Originally from Maine, Jean is a two-time graduate of the University of Florida, earning both her bachelor and master’s degrees with a focus in public policy, law, and education.  She has dedicated herself to betting the lives of others and making a difference in this one life she’s been given.  To honor her father and late mother and their legacy of service, Jean founded in 2021 the Morrow Family Scholarship to assist a high school graduate pursue post-secondary aims.
